1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by changing Section
5 24-6.3 as follows:
 
6     (105 ILCS 5/24-6.3)  (from Ch. 122, par. 24-6.3)
7     Sec. 24-6.3. Retirement Teacher retirement trustee leave.
8     (a) Each school board employing a teacher who is an elected
9 trustee of the Teachers' Retirement System of the State of
10 Illinois shall make available to the elected trustee at least
11 20 days of paid leave of absence per year for the purpose of
12 attending meetings of the System's Board of Trustees, committee
13 meetings of such Board, and seminars regarding issues for which
14 such Board is responsible. The Teachers' Retirement System of
15 the State of Illinois shall reimburse affected school districts
16 for the actual cost of hiring a substitute teacher during such
17 leaves of absence.
18     (b) Each school board employing an employee who is an
19 elected trustee of the Illinois Municipal Retirement Fund shall
20 make available to the elected trustee at least 20 days of paid
21 leave of absence per year for the purpose of attending meetings
22 of the Fund's Board of Trustees, committee meetings of the
23 Board of Trustees, and seminars regarding issues for which the

1 Board of Trustees is responsible. The Illinois Municipal
2 Retirement Fund may reimburse affected school districts for the
3 actual cost of hiring a substitute employee during such leaves
4 of absence.

6     Section 90. The State Mandates Act is amended by adding
7 Section 8.33 as follows:
 
8     (30 ILCS 805/8.33 new)
9     Sec. 8.33. Exempt mandate. Notwithstanding Sections 6 and 8
10 of this Act, no reimbursement by the State is required for the
11 implementation of any mandate created by this amendatory Act of
12 the 96th General Assembly.
 
13     Section 99. Effective date. This Act takes effect upon
14 becoming law.
