Amends the Lobbyist Registration Act. Provides that a person required to register under the Act is ineligible to hold an elective State or local office. Provides that the holder of an elective State or local office may not engage in activities that would require registration under the Act.

| AN ACT concerning State government.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Lobbyist Registration Act is amended by |
5 |
| changing Section 9 and by adding Section 4.5 as follows: |
6 |
| (25 ILCS 170/4.5 new) |

| Sec. 4.5. Holders of elective offices. Notwithstanding any |
8 |
| provision of law to the contrary, a person required to register |
9 |
| under this Act is ineligible to hold, either by appointment or |
10 |
| election, an elective office of State or local government. |
11 |
| The holder of an elective office of State or local |
12 |
| government, whether appointed or elected to that office, is |
13 |
| prohibited from registering under this Act. It is a violation |
14 |
| of this Act for a person prohibited by this Section from |
15 |
| registering under this Act to engage in activities for which |
16 |
| this Act requires registration.

Nothing in
this Act shall be construed to infringe |

| in any way the right of a citizen , including the holder of an |
20 |
| elective State or local government office,
to lawfully petition |

| a member of the General Assembly or any other public
official |
22 |
| as guaranteed in the Constitution of the State of Illinois.
