    AMENDMENT NO. ______. Amend House Bill 574 as follows:

on page 2, line 21, by replacing "12" with "20"; and

on page 3, immediately below line 5, by inserting the 
5
following:

    "(e)  The Commission, in consultation with the Illinois 
7
Public Defender Association, shall give preference to those 
8
grant applicants under this Section who serve or shall agree to 
9
serve in areas of this State in which a significant shortage of 
10
public defenders exists.".
