1 | AN ACT concerning safety.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Environmental Protection Act is amended by | ||||||
5 | adding Section 17.9 as follows: | ||||||
6 | (415 ILCS 5/17.9 new)
| ||||||
7 | Sec. 17.9. Collaborative on Environmentally Safe Disposal | ||||||
8 | of Pharmaceuticals. | ||||||
9 | (a) The Medication Education Disposal Solutions (MEDS) | ||||||
10 | collaborative is established for the purpose of partnering with | ||||||
11 | public and private sector constituents to promote the | ||||||
12 | environmentally responsible disposal of unwanted and expired | ||||||
13 | medications. | ||||||
14 | (b) The collaborative shall consist of the Director of the | ||||||
15 | Illinois Environmental Protection Agency or his or her designee | ||||||
16 | and volunteer persons and organizations that have expressed an | ||||||
17 | interest in contributing to the development of programs that | ||||||
18 | (i) educate the public on the safe disposal of unwanted or | ||||||
19 | expired medications and (ii) establish an expanded network of | ||||||
20 | secure pharmaceutical collection centers throughout the State. | ||||||
21 | Members of the collaborative may organize themselves as they | ||||||
22 | deem necessary. The collaborative shall focus on the | ||||||
23 | development of an organization that will produce educational |

1 | materials for the public and assist in promoting the expansion | ||||||
2 | of a network of secure pharmaceutical collection centers | ||||||
3 | throughout the State. In developing and evaluating proposals to | ||||||
4 | achieve these objectives, the Agency and MEDS shall: | ||||||
5 | (1) Develop, for placement on the Medication Disposal | ||||||
6 | page of the Agency's Web site, additional information | ||||||
7 | regarding best practices for the disposal of | ||||||
8 | pharmaceuticals. | ||||||
9 | (2) Develop proposals that will expand opportunities | ||||||
10 | for the safe disposal of pharmaceuticals and personal care | ||||||
11 | products. | ||||||
12 | (3) Develop relationships with local health | ||||||
13 | departments, local governments, pharmacies, police | ||||||
14 | departments, and similar organizations to establish | ||||||
15 | programs that will promote and enhance the safe disposal of | ||||||
16 | pharmaceuticals. | ||||||
17 | (4) Develop educational materials that can be | ||||||
18 | distributed to the public, schools, and various | ||||||
19 | participating organizations. | ||||||
20 | (5) Review and adapt information from the USEPA and the | ||||||
21 | USGS to inform and educate the public and further refine | ||||||
22 | the Illinois pharmaceutical disposal program. | ||||||
23 | (6) Actively support supervised pharmaceutical | ||||||
24 | collection, including Household Hazardous Waste collection | ||||||
25 | events, at various locations around the State. | ||||||
26 | (7) Develop additional activities that further support |

1 | environmentally safe disposal of pharmaceuticals. | ||||||
2 | (c) No later than December 31, 2010, the MEDS collaborative | ||||||
3 | shall submit a report on its program development and | ||||||
4 | recommendations for furthering environmentally safe disposal | ||||||
5 | of pharmaceuticals. The Agency shall post the report and any | ||||||
6 | other relevant findings on its Web site. | ||||||
7 | (d) This Section is repealed July 1, 2011.

8 | Section 99. Effective date. This Act takes effect upon | ||||||
9 | becoming law. |
