| 1 | AMENDMENT TO HOUSE BILL 683

| 2 | AMENDMENT NO. ______. Amend House Bill 683 by replacing | ||||||
| 3 | everything after the enacting clause with the following:

| 4 | "Section 5. The Department of Central Management Services | ||||||
| 5 | Law of the
Civil Administrative Code of Illinois is amended by | ||||||
| 6 | adding Section 405-335 as follows: | ||||||
| 7 | (20 ILCS 405/405-335 new) | ||||||
| 8 | Sec. 405-335. Illinois Accountability Portal. To establish | ||||||
| 9 | and maintain a website, known as the Illinois Accountability | ||||||
| 10 | Portal, with a full-time webmaster. The website shall provide | ||||||
| 11 | direct access to each of the following: | ||||||
| 12 | (1) A database of all current State expenditures (other | ||||||
| 13 | than for minor purchases or disbursements under Link card, WIC, | ||||||
| 14 | or Medicaid programs), sorted separately by agency, category, | ||||||
| 15 | customer, and Representative District. | ||||||
| 16 | (2) A database of all current State tax credits, sorted | ||||||

| |||||||
| 1 | separately by tax credit category, customer, and | ||||||
| 2 | Representative District. | ||||||
| 3 | (3) A database of all revocations and suspensions of State | ||||||
| 4 | occupation and use tax certificates of registration and all | ||||||
| 5 | revocations and suspensions of State professional licenses, | ||||||
| 6 | sorted separately by name, geographic location, and | ||||||
| 7 | certificate of registration number or license number, as | ||||||
| 8 | applicable. Professional license revocations and suspensions | ||||||
| 9 | shall be posted only if resulting from a failure to pay taxes, | ||||||
| 10 | license fees, or child support. | ||||||
| 11 | (4) A database of all current State contracts, sorted | ||||||
| 12 | separately by contractor name, awarding officer or agency, | ||||||
| 13 | contract value, and goods or services provided. | ||||||
| 14 | (5) A database of the recipients of appropriations | ||||||
| 15 | initiated by or on behalf of members of the General Assembly | ||||||
| 16 | and the amounts and uses of the appropriations. | ||||||
| 17 | (6) A database of the recipients of any portions of lump | ||||||
| 18 | sum appropriations to the Governor and the amounts and uses of | ||||||
| 19 | those portions.
| ||||||
| 20 | Section 99. Effective date. This Act takes effect upon | ||||||
| 21 | becoming law.".
