Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department of Public Health to award grants to eligible entities to conduct research in the early detection, prevention, cure, screening, and treatment of cancer. Requires the Department of Public Health to create an advisory committee with a primary focus that includes cancer prevention and the early detection, curing, screening, and treatment of cancer. Provides that moneys received for the purposes of these provisions shall be deposited into the Cancer Prevention Research Fund. Amends the State Finance Act to create the Cancer Prevention Research Fund.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Department of Public Health Powers and |
5 |
| Duties Law of the
Civil Administrative Code of Illinois is |
6 |
| amended by adding Section 2310-640 as follows: |
7 |
| (20 ILCS 2310/2310-640 new) |

| Sec. 2310-640. Cancer prevention research. |
9 |
| (a) For the purposes of this Section, "research" includes, |
10 |
| but is not limited to, expenditures to develop and advance the |
11 |
| understanding, techniques, and modalities that are effective |
12 |
| in the early detection, prevention, cure, screening, and |
13 |
| treatment of cancer and may include clinical trials. |
14 |
| (b) The Department of Public Health shall award grants to |
15 |
| eligible physicians, hospitals, laboratories, educational |
16 |
| institutions, and other organizations and persons from funds |
17 |
| appropriated to the Department from the Cancer Prevention |
18 |
| Research Fund to enable organizations and persons to conduct |
19 |
| research. |

| (c) The Department of Public Health shall create an |
21 |
| advisory committee with members from State associations and |
22 |
| advocacy organizations with a primary focus that includes |
23 |
| cancer prevention and the early detection, curing, screening, |
