2 | AMENDMENT NO. ______. Amend House Bill 852 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 5. The Department of Commerce and Economic | ||||||
5 | Opportunity Law of the
Civil Administrative Code of Illinois is | ||||||
6 | amended by adding Section 605-725 as follows: | ||||||
7 | (20 ILCS 605/605-725 new) | ||||||
8 | Sec. 605-725. Tourism promotion at highway rest areas.

9 | (a) Subject to appropriation, the Department, in | ||||||
10 | consultation with the Department of Transportation, may | ||||||
11 | establish and administer a test program to place at rest areas | ||||||
12 | along highways computer kiosks that provide information on | ||||||
13 | tourism activities in the State. | ||||||
14 | (b) The Department may seek and approve paid sponsorships | ||||||
15 | for the computer kiosks and paid advertisements to be placed on | ||||||
16 | the computer kiosks from local businesses to offset costs |

1 | related to the program and to generate revenues for the | ||||||
2 | program. All computer kiosk sponsorships and advertisements | ||||||
3 | approved by the Department must be for (1) local businesses | ||||||
4 | reasonably accessible from the highway on which the computer | ||||||
5 | kiosk is located or (2) the purpose of promoting a local | ||||||
6 | tourism activity or attraction. All amounts received from | ||||||
7 | sponsorships and advertisements shall be deposited into the | ||||||
8 | Tourism Kiosk Finance Fund. | ||||||
9 | (c) The Tourism Kiosk Finance Fund is created as a special | ||||||
10 | fund in the State Treasury. The Fund shall be administered by | ||||||
11 | the Department of Commerce and Economic Opportunity, in | ||||||
12 | consultation with the Department of Transportation. There | ||||||
13 | shall be credited to the Fund any moneys specifically | ||||||
14 | designated for deposit into the Fund, including revenues from | ||||||
15 | paid sponsorships and advertisements, State appropriations, | ||||||
16 | set asides from public expenditures on capital projects, | ||||||
17 | federal funds, gifts, grants, and private contributions. | ||||||
18 | Earnings attributable to moneys in the Fund shall be deposited | ||||||
19 | into the Fund. Subject to appropriation, the Fund shall be used | ||||||
20 | solely for the purpose of implementing and maintaining the | ||||||
21 | program created by this Section.

22 | (d) The Department may adopt any rules that it deems | ||||||
23 | appropriate to establish and administer the test program under | ||||||
24 | this Section.
| ||||||
25 | (e) The Department must submit annual reports to the | ||||||
26 | General Assembly, the Governor, and the Secretary of |

1 | Transportation regarding the test program under this Section.

2 | Section 10. The State Finance Act is amended by adding | ||||||
3 | Section 5.719 as follows: | ||||||
4 | (30 ILCS 105/5.719 new) | ||||||
5 | Sec. 5.719. The Tourism Kiosk Finance Fund.

6 | Section 99. Effective date. This Act takes effect July 1, | ||||||
7 | 2009.".
