| AN ACT concerning fish.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Fish and Aquatic Life Code is amended by |
| 5 |
| adding Section 20-82 as follows:
|

| Sec. 20-82. Asian Carp Reduction Pilot Program. |
| 8 |
| (a) Subject to appropriation, the Department of Natural |
| 9 |
| Resources shall establish a one-year pilot program to harvest |
| 10 |
| Bighead Carp (Hypophthalmichthys nobilis) and Silver Carp |
| 11 |
| (Hypophthalmichthys molitrix) in the Illinois River with the |
| 12 |
| objective to increase the number of native fish and to curtail |
| 13 |
| severely the reproductive capacity of these invasive species. |
| 14 |
| (b) The General Assembly may appropriate an amount not to |
| 15 |
| exceed $3,000,000 to the Department of Natural Resources for |
| 16 |
| the purposes of this pilot program. From the amounts |
| 17 |
| appropriated, the Department may enter into contracts with |
| 18 |
| research institutions, such as Southern Illinois |
| 19 |
| University-Carbondale and the Illinois Natural History Survey |
| 20 |
| for administration, staffing, materials, equipment, and |
| 21 |
| research necessary for the program. The Department may also use |
| 22 |
| appropriated funds for administrative costs it incurs to |
| 23 |
| implement this program. |
