AMENDMENT TO HOUSE BILL 878

    AMENDMENT NO. ______. Amend House Bill 878, on page 5, line 
3
13, after "practices", by inserting the following: "consistent 
4
with the United States Environmental Protection Agency 
5
guidance document identified in subsection (a)"; and
 
6
on page 5, by replacing  lines 21 through 26 with the following:
7
    "(d) The Agency"; and
 
8
on page 7, by inserting below line 23 the following:
9
    "(d) Nothing in this Act shall be construed to abrogate any 
10
civil cause of action for personal injury or death that 
11
currently exists under any other applicable law."; and
 
12
on page 8, by deleting lines 12 through 18; and
 
13
on page 9, by replacing lines 6 through 11 with the following:

    "Section 40. Home rule. The regulation and licensing of 
2
firearms and ammunition use at sport shooting and training 
3
ranges, including the environmental effects of projectile 
4
deposition at sport shooting and training ranges are exclusive 
5
powers and functions of the State.  A home rule unit may not 
6
regulate or license firearms and ammunition use at sport 
7
shooting and training ranges, including the environmental 
8
effects of projectile deposition at sport shooting and training 
9
ranges.  This Section is a denial and limitation of home rule 
10
powers and functions under subsection (h) of Section 6 of 
11
Article VII of the Illinois Constitution.".
