Amends the School Code. Requires the State Advisory Council on the Education of Children with Disabilities and the Advisory Council on the Education of Gifted and Talented Children to research and discuss best practices for addressing the needs of "twice-exceptional" children, those who are gifted and talented and have a disability. Requires the Councils to then jointly make recommendations to the State Board of Education with respect to the State Board of Education providing guidance and technical assistance to school districts in furthering improved educational outcomes for gifted and twice-exceptional children. Sets forth what the recommendations must include. Effective immediately.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The School Code is amended by adding Section |
5 |
| 22-50 as follows: |
6 |
| (105 ILCS 5/22-50 new) |

| Sec. 22-50. Twice-exceptional children; recommendations. |
8 |
| The State Advisory Council on the Education of Children with |
9 |
| Disabilities and the Advisory Council on the Education of |
10 |
| Gifted and Talented Children shall research and discuss best |
11 |
| practices for addressing the needs of "twice-exceptional" |
12 |
| children, those who are gifted and talented and have a |
13 |
| disability. The Councils shall then jointly make |
14 |
| recommendations to the State Board of Education with respect to |
15 |
| the State Board of Education providing guidance and technical |
16 |
| assistance to school districts in furthering improved |
17 |
| educational outcomes for gifted and twice-exceptional |
18 |
| children. Recommendations shall include strategies to
(i) |
19 |
| educate teachers and other providers about the unique needs of |
20 |
| this population, (ii) train teachers in target, |
21 |
| research-based, identification and pedagogical methods, and |
22 |
| (iii) establish guidelines for unique programming for |
23 |
| twice-exceptional students.
