Amends the Illinois Vehicle Code and the State Finance Act. Creates the Partnerships in Action Fund as a special fund in
the State treasury. Provides for the issuance of Partnerships in Action license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged an original issuance fee of $40 and a fee of $27 for each renewal. Provides that $25 of the additional original issuance fee and $25 of the renewal fee shall be deposited into the Partnership in Action Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, all moneys in the Partnerships in Action Fund shall be paid to the Illinois Department of Human Services for the purpose of educational events and partnerships to reduce hunger, disease, illiteracy, and poverty. |

| Be it enacted by the People of the State of Illinois, |

| represented in the General Assembly:
|

| Section 5. The State Finance Act is amended by adding |
5 |
| Section 5.719 as follows: |

| Sec. 3-684. Partnerships in Action license plates. |

| (a) The Secretary, upon receipt of an application made in |
13 |
| the form
prescribed by the Secretary, may issue special |
14 |
| registration plates
designated as Partnerships in Action |
15 |
| license plates. The special plates
issued
under this Section |
16 |
| shall be affixed only to passenger vehicles of the first
|
17 |
| division and motor vehicles of the second division weighing not |
18 |
| more than
8,000 pounds. Plates issued under this Section shall |
19 |
| expire according
to the multi-year procedure established by |
20 |
| Section 3-414.1 of this Code.

| (b) The design and color of the plates is within the
|
|

| discretion of the Secretary of State, except that the design of |
2 |
| the plates must include the words and phrases |
3 |
| "PartnershipsInAction.org" and "Be the Solution to End Global |
4 |
| Poverty". The Secretary, in his or her discretion, may
allow |
5 |
| the plates to be issued as vanity or personalized plates under |
6 |
| Section
3-405.1 of this Code. The Secretary shall prescribe |
7 |
| stickers or decals as
provided under Section 3-412 of this |
8 |
| Code.
|

| (c) An applicant for the special plate shall be charged a |
10 |
| $40 fee
for original issuance in addition to the appropriate |
11 |
| registration fee. Of
this fee, $25 shall be deposited into the |
12 |
| Partnerships in Action Fund and $15
shall be deposited into the |
13 |
| Secretary of State Special License Plate Fund,
to be used by |
14 |
| the Secretary to help defray the administrative processing
|
15 |
| costs.
|
16 |
| For each registration renewal period, a $27 fee, in |
17 |
| addition to the
appropriate registration fee, shall be charged. |
18 |
| Of this fee, $25 shall be
deposited into the Partnerships in |
19 |
| Action Fund and $2 shall be deposited into
the
Secretary of |
20 |
| State Special License Plate Fund.

| (d) The Partnerships in Action Fund is created as a special |
22 |
| fund in
the State treasury. All moneys in the Partnerships in |
23 |
| Action Fund shall be
paid,
subject to appropriation by the |
24 |
| General Assembly and approval by the
Secretary, as grants for |
25 |
| the purpose of educational events and partnerships to reduce |
26 |
| hunger, disease, illiteracy, and poverty.
