AMENDMENT TO HOUSE BILL 1510 




2    AMENDMENT NO. ______. Amend House Bill 1510 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The Illinois Grant Funds Recovery Act is 
5amended  by changing Section 3 as follows:
 



6    (30 ILCS 705/3)  (from Ch. 127, par. 2303)



7    Sec. 3. Application. Except as otherwise provided by this 
8Section,
all grant funds are subject to the provisions of this 
9Act.  This Act does
not empower any grantor agency to make 
10grants.

11    This Act does not apply to grant funds that are granted 
12without limitation
or condition imposed by law, other than the 
13general limitation that such
funds be used for public purposes.

14    This Act does not apply to funds disbursed pursuant to a 
15statutory formula
for distribution.

16    This Act does not apply to grants made pursuant to Sections

11.25 and 3.31
of "An Act making appropriations to various 
2agencies", Public Act 84-110,
approved July 25, 1985.
3    This Act does not apply to funds disbursed pursuant to a 
4contract between the Department of Transportation and any other 
5highway authority for the purposes set forth in Section 4-409 
6of the Illinois Highway Code or any airport owner, operator, or 
7controller as set forth in Section 34 of the Illinois 
8Aeronautics Act.

10    Section 99. Effective date. This Act takes effect upon 
11becoming law.".
