| AMENDMENT NO. ______. Amend House Bill 1594 by replacing |

| everything after the enacting clause with the following:

| "Section 5. The Illinois Municipal Code is amended by |
| 5 |
| adding Section 1-2-13 as follows:

| (65 ILCS 5/1-2-13 new)
|

| Sec. 1-2-13. Citations for ordinance violations. A |
| 8 |
| municipality, upon the majority vote of its corporate |
| 9 |
| authorities, may authorize a private person, entity, or agency |
| 10 |
| to issue citations for violations of or noncompliance with |
| 11 |
| municipal ordinances governing (i) parking or standing of |
| 12 |
| vehicles, (ii) movement of vehicles including but not limited |
| 13 |
| to ordinances enacted pursuant to Section 11-208 of the |
| 14 |
| Illinois Vehicle Code, (iii) littering, (iv) loitering, or (v) |
| 15 |
| destruction of property.
