| AN ACT concerning regulation.

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 5. The Public Utilities Act is amended by changing |
| 5 |
| Section 8-101 as follows:
|

| Sec. 8-101. Duties of public utilities; nondiscrimination. |
| 8 |
| A
public utility shall furnish, provide, and
and maintain such
|
| 9 |
| service instrumentalities, equipment, and facilities as shall |
| 10 |
| promote the
safety, health, comfort, and convenience of its |
| 11 |
| patrons, employees, and
public and as shall be in all respects |
| 12 |
| adequate, efficient, just, and
reasonable. |
| 13 |
| All rules and regulations made by a public utility |
| 14 |
| affecting or
pertaining to its charges or service to the public |
| 15 |
| shall be just and
reasonable.

| 16 |
| A public utility shall, upon reasonable notice, furnish to |
| 17 |
| all
persons who may apply therefor and be reasonably entitled |
| 18 |
| thereto, suitable
facilities and service, without |
| 19 |
| discrimination and without delay.
|
| 20 |
| Nothing in this Section shall be construed to prevent a |
| 21 |
| public utility from
accepting payment electronically or by the |
| 22 |
| use of a customer-preferred
financially accredited credit or |
| 23 |
| debit methodology.
