    AN ACT concerning animals.

    Be it enacted by the People of the State of Illinois, 
3
represented in the General Assembly:

    Section 5. The Humane Slaughter of Livestock Act is amended 
5
by changing Section 5 as follows:

    Sec. 5. The Director shall administer this Act. He shall 
8
promulgate and
and may
from time to time revise rules and 
9
regulations in connection with this Act.
The Director may, by 
10
administrative order, exempt from compliance with this
Act, for 
11
a period of not to exceed one year after the effective date of

12
this Act, any slaughterer if, in the judgment of the Director, 
13
earlier
compliance would cause undue hardship.
