| reply is to the majority of a quorum of the public body; |

| provided that any portion of such a reply that concerns public |

| business must be entered into the public record of an open |

| meeting of that public body by any member making the reply |

| before the public body takes final action on the subject of the |

| reply. |

| "Public body" includes all legislative, executive, |

| administrative or advisory
bodies of the State, counties, |
9 |
| townships, cities, villages, incorporated
towns, school |
10 |
| districts and all other municipal corporations, boards, |
11 |
| bureaus,
committees or commissions of this State, and any |
12 |
| subsidiary bodies of any
of the foregoing including but not |
13 |
| limited to committees and subcommittees
which are supported in |
14 |
| whole or in part by tax revenue, or which expend tax
revenue, |

| except the General Assembly and committees or commissions |

| thereof.
