| AN ACT concerning finance.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The State Facilities Closure Act is amended by |
| 5 |
| adding Section 5-15 as follows:
|
| 6 |
| (30 ILCS 608/5-15 new) |
| 7 |
| Sec. 5-15. Facilities for which funds appropriated. If |
| 8 |
| appropriations have been made for the current fiscal year for |
| 9 |
| the operation of a State facility during the entire fiscal |
| 10 |
| year, then no action may be taken to close the facility, to |
| 11 |
| reduce its capacity to serve the number of residents, youth, or |
| 12 |
| inmates for which the appropriation was made, or to move its |
| 13 |
| location from the county in which the service is provided, |
| 14 |
| unless the action is specifically approved by the same joint |
| 15 |
| resolution of the General Assembly.

| 16 |
| Section 99. Effective date. This Act takes effect upon |
| 17 |
| becoming law.
