| AN ACT concerning government.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The State Officials and Employees Ethics Act is |
5 |
| amended by adding Section 5-65 as follows: |
6 |
| (5 ILCS 430/5-65 new) |

| Sec. 5-65. Contributions from appointee; ineligibility for |
8 |
| appointment. |

| (a) For the purposes of this Section: |
10 |
| "Board or commission" means a board, commission, task |
11 |
| force, or authority created or authorized by the Illinois |
12 |
| constitution, State law, or executive order. |
13 |
| "Political committee" has the meaning set forth in |
14 |
| Article 9 of the Election Code. |
15 |
| "Officeholder" means an executive branch |
16 |
| constitutional officer. |
17 |
| (b) An appointed member of a board or commission may not |
18 |
| make contributions to the officeholder who appointed that |
19 |
| person or succeeded that officeholder, or to a political |
20 |
| committee established to promote the candidacy of that |
21 |
| officeholder or succeeding officeholder, during the first year |
22 |
| of that appointment in an aggregate amount of more than $2,300, |
23 |
| when combined with any aggregate contributions made by that |
