| Section 10. The Green Cleaning Schools Act is amended by |

| changing Sections 5 and 15 as follows: |

| Sec. 5. Legislative findings. Both children and adults |
5 |
| Children are vulnerable to and may be severely affected by |
6 |
| exposure to chemicals, hazardous waste, and other |
7 |
| environmental hazards. The Federal Environmental Protection |
8 |
| Agency estimates that human exposure to indoor air pollutants |
9 |
| can be 2 to 5 times and up to 100 times higher than outdoor |
10 |
| levels. Children, workers, teachers, janitors, and other staff |
11 |
| members spend a significant amount of time inside school and |
12 |
| other institutional buildings and are continuously exposed to |
13 |
| chemicals from cleaners, waxes, deodorizers, and other |
14 |
| maintenance products.

| Sec. 15. Green cleaning supply guidelines and |
18 |
| specifications. The Illinois Green Government Coordinating |
19 |
| Council (IGGCC) shall, in consultation with the Department of |
20 |
| Public Health, the State Board of Education, regional offices |
21 |
| of education, the Illinois Environmental Protection Agency, |
22 |
| and a panel of interested stakeholders, including cleaning |
23 |
| product industry representatives, non-governmental |

| organizations, and others, establish and amend on an annual |
2 |
| basis guidelines and specifications for |
3 |
| environmentally-sensitive cleaning and maintenance products |
4 |
| for use in school facilities as well as State-owned buildings |
5 |
| under Section 405-216 of the Department of Central Management |
6 |
| Services Law of the Civil Administrative Code of Illinois . The |
7 |
| IGGCC shall provide multiple avenues by which cleaning products |
8 |
| may be determined to be environmentally-sensitive under the |
9 |
| guidelines. Guidelines and specifications must be established |
10 |
| after a review and evaluation of existing research and must be |
11 |
| completed no later than 180 days after the effective date of |
12 |
| this Act. Guidelines and specifications may include |
13 |
| implementation practices, including inspection. The completed |
14 |
| guidelines and specifications must be posted on the IGGCC's |
15 |
| Internet website.

| Section 99. Effective date. This Act takes effect upon |
18 |
| becoming law.
