SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/2-3.148 new

    Amends the School Code. In order to provide additional funding beyond the funding awarded to specific after-school programs, requires the State Board of Education to add, in its annual budget proposal, (i) a line item equal to 5% of the After-school Programs, Mentoring and Student Support (ASPMSS) line item for out-of-school time for monitoring, administration, and technical assistance for after-school providers funded by the ASPMSS line item in the State Board of Education's budget proposal; and (ii) a line item equal to 8% of the ASPMSS line item for out-of-school time for grants to qualified, statewide, non-profit agencies to provide capacity building, system development, training, and professional development services. Provides for how the additional appropriations, if any, must be used.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by adding Section
5 2-3.148 as follows:
 
6     (105 ILCS 5/2-3.148 new)
7     Sec. 2-3.148. Additional after-school funding.
8     (a) In order to provide additional funding beyond the
9 funding awarded to specific after-school programs, the State
10 Board of Education shall add, in its annual budget proposal,
11 (i) a line item equal to 5% of the After-school Programs,
12 Mentoring and Student Support (ASPMSS) line item for
13 out-of-school time for monitoring, administration, and
14 technical assistance for after-school providers funded by the
15 ASPMSS line item in the State Board of Education's budget
16 proposal; and (ii) a line item equal to 8% of the ASPMSS line
17 item for out-of-school time for grants to qualified, statewide,
18 non-profit agencies to provide capacity building, system
19 development, training, and professional development services.
20 The State Board shall annually reassess these 2 additional line
21 items to ensure they meet actual costs.
22     (b) The State Board of Education shall use the additional
23 appropriations, if any, under subsection (a) of this Section to

1 award grants to provide capacity building, system development,
2 training, and professional development services to
3 after-school programs that are determined to be in the most
4 need. Need must be determined by both the targeted population
5 being served by the programs, as well as the capacity levels of
6 the grantee organizations. Providers of capacity building
7 services must (i) be knowledgeable about evidence-based, best
8 practices in out-of-school time; (ii) assess the needs of
9 funded agencies, including, but not limited to, organizational
10 management; (iii) provide evidence of cultural competence; and
11 (iv) use mechanisms for review of services by relevant
12 stakeholders.
