AMENDMENT TO HOUSE BILL 2530




2    AMENDMENT NO. ______. Amend House Bill 2530 on page 3, 
3immediately below line 15, by inserting the following:

 
4    "Section 10. The School Construction Law is amended  by 
5changing Section 5-30 as follows:
 



6    (105 ILCS 230/5-30)



7    Sec. 5-30. Priority of school construction projects. The 
8State Board of
Education shall develop standards for the 
9determination of priority needs
concerning school construction 
10projects based upon approved district facilities
plans.  Such 
11standards shall call for prioritization based on
the degree of 
12need and project type in the following order:

13        (1) Replacement or reconstruction of school buildings 
14    destroyed or damaged
by flood, tornado, fire, earthquake, 
15    mine subsidence, or other disasters, either man-made or

16    produced by nature;

1        (2) Projects designed to alleviate a shortage of 
2    classrooms due to
population growth or to replace aging 
3    school buildings;

4        (3) Projects resulting from interdistrict 
5    reorganization
of school districts contingent on local 
6    referenda;

7        (4) Replacement or reconstruction of school
facilities 
8    determined to be severe and continuing health or life 
9    safety
hazards;

10        (5) Alterations necessary to provide accessibility for 
11    qualified individuals
with disabilities; and

12        (6) Other unique solutions to facility needs.

13The State Board of Education may not make any material changes 
14to the standards in effect on May 18, 2004, unless the State 
15Board of Education is specifically authorized by law.
