Amends the Illinois Municipal Code. Provides that any municipality with under 15,000 inhabitants must allow persons with a valid driver's license to operate an electric vehicle on roadways under the municipality's jurisdiction. Provides that a municipality may impose a reasonable fee for registering electric vehicles.

| AN ACT concerning local government.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Illinois Municipal Code is amended by adding |
| 5 |
| Section 11-40-3.2 as follows: |

| (65 ILCS 5/11-40-3.2 new) |

| Sec. 11-40-3.2. Electric vehicles. Any municipality with |
| 8 |
| under 15,000 inhabitants must allow persons with a valid |
| 9 |
| driver's license to operate an electric vehicle on roadways |
| 10 |
| under the municipality's jurisdiction. An eligible person must |
| 11 |
| register his or her electric vehicle with the municipality. The |
| 12 |
| municipality may impose a reasonable fee for registering any |
| 13 |
| electric vehicle. For the purpose of this Section, "electric |
| 14 |
| vehicle" means a self-propelled, electronically powered |
| 15 |
| four-wheeled motor vehicle.
