SYNOPSIS AS INTRODUCED:
Makes appropriations and reappropriations to the University of Illinois for various purposes, including for ordinary and contingent expenses. Effective July 1, 2009.

AN ACT making appropriations and reappropriations.
Be it enacted by the People of the State of Illinois, represented in the General Assembly:
Section 5. The following named amounts, or so much thereof as may be necessary, respectively, for the objects and purposes hereinafter named, are appropriated to the Board of the Trustees of the University of Illinois to meet ordinary and contingent expenses for the fiscal year ending June 30, 2010:
Payable from the General Revenue Fund:
For Personal Services, including payment
to the university for personal services
costs incurred during the fiscal year
and salaries accrued but unpaid to academic
personnel for personal services rendered
during the 2009-2010 academic year........ $641,354,200

Section 10. The sum of $15,826,500, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Board of Trustees of the University of Illinois for operating costs and expenses related to or in support of the Institute of Natural Resource Sustainability, in accordance with Public Act 95-728.
Section 15. The sum of $2,445,500, or so much thereof as may be necessary, is appropriated from the Fire Prevention Fund to the Board of Trustees of the University of Illinois for the purpose of maintaining the Illinois Fire Service Institute, paying the Institute's expenses, and providing the facilities and structures incident thereto, including payment to the University for personal services and related costs incurred.
Section 20. The sum of $250,000, or so much thereof as may be necessary, is appropriated from the State College and University Trust Fund to the Board of Trustees of the University of Illinois for scholarship grant awards, in accordance with Public Act 91-83.
Section 25. The sum of $1,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the University of Illinois for the Complete Help and Assistance Necessary for a College Education (C.H.A.N.C.E) program at the Office of School Relations at the Chicago campus.
Section 30. The sum of $800,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Board of Trustees of the University of Illinois for costs associated with the Hispanic Center for Excellence at the Chicago campus.
Section 35. The sum of $200,000, or so much thereof as may be necessary, is appropriated from the Emergency Public Health Fund to the University of Illinois for costs and expenses related to or in support of emergency mosquito abatement.
Section 40. The sum of $200,000, or so much thereof as may be necessary, is appropriated from the Used Tire Management Fund to the University of Illinois for costs and expenses related to or in support of mosquito research and abatement.
Section 45. The sum of $472,100, or so much thereof as may be necessary, is appropriated from the Hazardous Waste Research Fund to the University of Illinois for its ordinary and contingent expenses.
Section 50. The sum of $350,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Board of Trustees of the University of Illinois for a grant to the College of Dentistry.
Section 55. The sum of $350,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Board of Trustees of the University of Illinois for Dixon Springs Agricultural Center.
Section 60. The sum of $1,250,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Board of Trustees of the University of Illinois for costs associated with the Public Policy Institute at the Chicago campus.
Section 65. The sum of $1,000,000, or so much thereof as may be necessary, is appropriated from the General Professions Dedicated Fund to the Board of Trustees of the University of Illinois for costs associated with the development, support, or administration of pharmacy practice education or training programs for the College of Medicine at Rockford.
Section 70. The sum of $1,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Board of Trustees of the University of Illinois for the ordinary and contingent expenses of technology transfer.
Section 75. The sum of $4,386,034, or so much thereof as may be necessary and remains unexpended at the close of business on June 30, 2009, from a reappropriation heretofore made for that purpose in Article 40, Section 5 of Public Act 95-734, as amended, is reappropriated from the Capital Development Fund to the Board of Trustees of the University of Illinois for all costs associated with the space needs of the Department of Natural Resources, Illinois Natural History Survey Division and State Water Survey Division, on the campus of the University of Illinois in Champaign, including construction, capital facilities, planning, relocation, renovation and rehabilitation, mechanical systems, materials, services, and all other costs required to complete the work.
Section 80. The sum of $134,917, or so much thereof as may be necessary and remains unexpended on June 30, 2009, from a reappropriation heretofore made for such purpose in Article 40, Section 10 of Public Act 95-734, is reappropriated from the Capital Development Fund to the University of Illinois for digitalization infrastructure for WILL-TV (Urbana-Champaign).
Section 999. Effective date. This Act takes effect July 1, 2009.
