Amends the Legislative Commission Reorganization Act of 1984. Requires the Legislative Research Unit, by December 1 of each year, to prepare and file a report listing any statutes or State programs or portions of statutes or programs that are obsolete, unnecessary, or duplicative of other State or federal statutes or programs. The report must also include (i) an explanation of why all or part of the statute or program is obsolete, unnecessary, or duplicative and (ii) a timetable for repeal of all or part of the statute or program. The report also must identify the status of any statutes or programs identified in the prior year's report. The report must be filed with the Clerk of the House, the Secretary of the Senate, and the Legislative Reference Bureau and also with the Office of the Governor for distribution to affected State agencies.

| AN ACT concerning the legislature.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Legislative Commission Reorganization Act |
5 |
| of 1984 is amended by adding Section 4-10 as follows: |

| (25 ILCS 130/4-10 new) |

| Sec. 4-10. Review of statutes and programs. By December 1 |
8 |
| of each year, the Legislative Research Unit must prepare and |
9 |
| file a report listing any statutes or State programs or |
10 |
| portions of statutes or programs that are obsolete, |
11 |
| unnecessary, or duplicative of other State or federal statutes |
12 |
| or programs. The report must also include (i) an explanation of |
13 |
| why all or part of the statute or program is obsolete, |
14 |
| unnecessary, or duplicative of other State or federal statutes |
15 |
| or programs and (ii) a timetable for repeal of all or part of |
16 |
| the statute or program. The report also must identify the |
