AMENDMENT TO HOUSE BILL 3189

    AMENDMENT NO. ______. Amend House Bill 3189 by replacing

everything after the enacting clause with the following:

    "Section 5. The State Finance Act is amended  by adding 
5
Section 11.2 as follows:

    (30 ILCS 105/11.2 new)

    Sec. 11.2. PAYGO budgeting. If a Public Act requires 
8
additional spending from State funds, then no appropriation for 
9
the additional spending required by the Public Act may be 
10
obligated or expended unless the Commission on Government 
11
Forecasting and Accountability certifies to the State 
12
Comptroller that the same or another Public Act specifically 
13
identifies adequate decreases in expenditures or enhancements 
14
in revenues to completely offset the additional spending 
15
required by the Public Act.

    Section 99. Effective date. This Act takes effect upon

becoming law.".
