| AMENDMENT TO HOUSE BILL 3189

| AMENDMENT NO. ______. Amend House Bill 3189 by replacing |

| everything after the enacting clause with the following:

| "Section 5. The State Finance Act is amended by adding |

| Section 11.2 as follows:

| (30 ILCS 105/11.2 new)
|
| 7 |
| Sec. 11.2. PAYGO budgeting. If a Public Act requires |
| 8 |
| additional spending from State funds, then no appropriation for |
| 9 |
| the additional spending required by the Public Act may be |
| 10 |
| obligated or expended unless the Commission on Government |
| 11 |
| Forecasting and Accountability certifies to the State |
| 12 |
| Comptroller that the same or another Public Act specifically |
| 13 |
| identifies adequate decreases in expenditures or enhancements |
| 14 |
| in revenues to completely offset the additional spending |
| 15 |
| required by the Public Act.
