| 1 | AN ACT concerning health.
| ||||||
| 2 | Be it enacted by the People of the State of Illinois,
| ||||||
| 3 | represented in the General Assembly:
| ||||||
| 4 | Section 5. The Illinois Public Aid Code is amended by | ||||||
| 5 | adding Section 12-4.37 as follows: | ||||||
| 6 | (305 ILCS 5/12-4.37 new) | ||||||
| 7 | Sec. 12-4.37. Children's Healthcare Partnership Pilot | ||||||
| 8 | Program. | ||||||
| 9 | (a) The Department of Healthcare and Family Services, in | ||||||
| 10 | cooperation with the Department of Human Services, shall | ||||||
| 11 | establish a Children's Healthcare Partnership Pilot Program in | ||||||
| 12 | Sangamon County to fund the provision of various health care | ||||||
| 13 | services by a single provider, or a group of providers that | ||||||
| 14 | have entered into an agreement for that purpose, at a single | ||||||
| 15 | location in the county. Services covered under the pilot | ||||||
| 16 | program shall include, but need not be limited to, family | ||||||
| 17 | practice, pediatric, nursing (including advanced practice | ||||||
| 18 | nursing), psychiatric, dental, and vision services. The | ||||||
| 19 | Departments shall fund the provision of all services provided | ||||||
| 20 | under the pilot program using a rate structure that is | ||||||
| 21 | cost-based. To be selected by the Departments as the provider | ||||||
| 22 | of health care services under the pilot program, a provider or | ||||||
| 23 | group of providers must serve a disproportionate share of | ||||||
| |||||||
| |||||||
| 1 | low-income or indigent patients, including recipients of | ||||||
| 2 | medical assistance under Article V of this Code. The | ||||||
| 3 | Departments shall adopt rules as necessary to implement this | ||||||
| 4 | Section. | ||||||
| 5 | (b) Implementation of this Section is contingent on federal | ||||||
| 6 | approval. The Department of Healthcare and Family Services | ||||||
| 7 | shall take appropriate action by January 1, 2010 to seek | ||||||
| 8 | federal approval. | ||||||
| 9 | (c) This Section is inoperative if the provider of health | ||||||
| 10 | care services under the pilot program receives designation as a | ||||||
| 11 | Federally Qualified Health Center (FQHC) or FQHC Look-Alike. | ||||||
| 12 | Section 10. The Community Services Act is amended by adding | ||||||
| 13 | Section 4.6 as follows: | ||||||
| 14 | (405 ILCS 30/4.6 new) | ||||||
| 15 | Sec. 4.6. Children's Healthcare Partnership Pilot Program. | ||||||
| 16 | The Department of Human Services shall participate in the | ||||||
| 17 | Children's Healthcare Partnership Pilot Program established | ||||||
| 18 | under Section 12-4.37 of the Illinois Public Aid Code and may | ||||||
| 19 | fund the provision of community services under this Act in | ||||||
| 20 | Sangamon County through participation in that pilot program. | ||||||
| 21 | Section 15. The Community Support Systems Act is amended by | ||||||
| 22 | adding Section 3.5 as follows: | ||||||

| 1 | (405 ILCS 35/3.5 new) | ||||||
| 2 | Sec. 3.5. Children's Healthcare Partnership Pilot Program. | ||||||
| 3 | The Department of Human Services shall participate in the | ||||||
| 4 | Children's Healthcare Partnership Pilot Program established | ||||||
| 5 | under Section 12-4.37 of the Illinois Public Aid Code and may | ||||||
| 6 | fund the provision of community support system services under | ||||||
| 7 | this Act in Sangamon County through participation in that pilot | ||||||
| 8 | program.
| ||||||
| 9 | Section 99. Effective date. This Act takes effect upon | ||||||
| 10 | becoming law. | ||||||
