| AMENDMENT NO. ______. Amend House Bill 3654 on page 1, |

| immediately below line 3, by inserting the following:

| "Section 3. The Public Utilities Act is amended by adding |

| Section 4-605 as follows:

| Sec. 4-605. Installation of fiber-optic network conduit. |
| 8 |
| In order to ensure affordable high-speed information and |
| 9 |
| communication networks are available throughout Illinois, |
| 10 |
| where it does not already exist, the Commission, along with the |
| 11 |
| Illinois Department of Transportation and the Department of |
| 12 |
| Central Management Services, shall collaborate to install |
| 13 |
| fiber-optic network conduit in every new State-funded |
| 14 |
| construction project that opens, bores, or trenches alongside |
| 15 |
| roadways, railways, and bridges. This Section does not preclude |
| 16 |
| the State from purchasing or installing fiber-optic circuits |
