Amends the Illinois Commission on Volunteerism and Community Service Act and the State Finance Act. Subject to appropriation from the Illinois Service Education Award Grant Fund, a special fund created in the State treasury, allows the Commission on Volunteerism and Community Service to award an Illinois Service Education Award Grant to recipients of a national service educational award awarded by the Corporation for National Community Service, which grant must be awarded only as a partial matching grant. Provides that an individual who successfully completes a required term of full-time national service in an approved national service position in this State may apply to receive a grant. Sets forth the purposes for which a grant may be used.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Illinois Commission on Volunteerism and |
5 |
| Community Service Act is amended by changing Section 4 as |
6 |
| follows:
|

| Sec. 4. Operation. |

| (1) The
Governor shall appoint a Director
of the Commission |
10 |
| on Volunteerism and Community
Service who shall
serve
at the |
11 |
| Governor's pleasure
and who shall receive such compensation
as |
12 |
| is determined by
the Governor. The Director shall
employ such |
13 |
| staff as is necessary to
carry out the purpose of this Act. The |
14 |
| Commission, working
in cooperation with State agencies, |
15 |
| individuals, local groups, and
organizations
throughout the |
16 |
| State, may undertake programs and activities which further the
|
17 |
| purposes of this Act including, but not limited to, the |
18 |
| following:
|
19 |
| (a) providing technical assistance to programs which |
20 |
| depend upon
volunteers;
|
21 |
| (b) initiating community service programs to meet
|
22 |
| previously unmet needs in Illinois;
|
23 |
| (c) promoting and coordinating efforts to expand and |
