    Amends the Community Service Education Act. Provides that the Community Service Education Program must be jointly administered by the State Board of Education and the Office of the Lieutenant Governor (instead of being administered solely by the State Board). Provides that the State Board and the Office of the Lieutenant Governor are jointly authorized to make grants (instead of only the State Board being authorized). Requires the State Board and the Office of the Lieutenant Governor to jointly adopt rules (instead of allowing the State Board to adopt rules).

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Community Service Education Act is amended
5 by changing Sections 10, 25, 92, and 500 as follows:
 
6     (105 ILCS 60/10)
7     Sec. 10. Community Service Education Program. There is
8 created the Community Service Education Program, administered
9 jointly by the State Board of Education and the Office of the
10 Lieutenant Governor, in cooperation with school districts.
11 Participation in this program is voluntary. The following items
12 may serve as best practices to be considered by school
13 districts opting to implement the program under Section 25 of
14 this Act:
15         (1) The program contains provisions and standards
16     conducive to the establishment of community, business, and
17     education partnerships that give use to lasting
18     relationships between school districts and partners that
19     are mutually beneficial.
20         (2) The program provides greater community access to
21     school facilities and programs to promote increased
22     achievement by children.
23         (3) The program makes school facilities available for

1     citizen use.
2         (4) The program organizes local residents to assess
3     local conditions, set priorities, identify program needs,
4     and participate in program planning and development.
5         (5) The program identifies and utilizes resources
6     within the community or those that impact on the community.
7         (6) The program assists in the initiation of new and
8     improved programs in an effort to improve opportunities for
9     all residents of the community.
10         (7) The program provides effective youth training
11     programs and employment counseling in schools, as well as
12     paid work experience linking the schools with the private
13     sector.
14         (8) The program provides student involvement in
15     community service learning activities, organizations, and
16     intergenerational programs.
17         (9) The program provides volunteer programs to bring
18     parents, business personnel, community agency
19     representatives, retirees, and other students into the
20     classroom as participants in the teaching of students.
21         (10) The program provides supplemental or additional
22     programs for junior high school and high school age youth
23     that may consist of enrichment, individual, and
24     supplemental activities, as well as recreational,
25     cultural, and vocational programs.
26         (11) The program provides programs to meet the

1     individual needs of all people who reside in the school
2     district being served.
3 Nothing set forth in items (7) through (11) shall be
4 constituted as either requiring or permitting the Community
5 Service Education Program to have any program or programs
6 serving the same purpose or purposes as those elsewhere
7 specifically provided for in the School Code.
8     The Community Service Education Program shall avoid
9 duplication of existing programs operated by other entities in
10 whole or in part within a school district. The Community
11 Service Education Program shall provide for the involvement of
12 the residents of a school district in ascertaining the identity
13 of local problems and in ascertaining the community resources
14 available for dealing with these problems.

17     Sec. 25. Establishment of community service education
18 program by school district. A school district may establish
19 and operate a community service education program that
20 qualifies for a grant under Section 92 of this Act by complying
21 with the provisions of this Act and any rules adopted by the
22 State Board of Education under Section 500 of this Act.

1     Sec. 92. Grants. Subject to the availability of funds for
2 the specific purpose of making grants for community service
3 education, the State Board of Education and the Office of the
4 Lieutenant Governor are jointly is authorized to make grants to
5 school districts operating community service education
6 programs that meet the standards set forth in this Act and any
7 rules adopted under Section 500 of this Act by the State Board
8 of Education.

11     Sec. 500. Rules. The State Board of Education and the
12 Office of the Lieutenant Governor shall jointly may adopt any
13 rules that are necessary to implement and administer this Act.
14 With respect to this Act, rules, standards, and procedures of
15 the State Board of Education in effect on the effective date of
16 this amendatory Act of the 96th General Assembly shall be
17 deemed the joint rules, standards, and procedures of the State
18 Board of Education and the Office of the Lieutenant Governor
19 and shall remain in effect until jointly amended or repealed by
20 the State Board of Education and the Office of the Lieutenant
21 Governor.
