Amends the Counties Code. Provides that an ordinance or resolution that would result in the increase of revenue to a home rule county by an increase of any tax of that county may be adopted only with the
concurrence of three-fifths of the members elected to the county board. Preempts home rule powers and functions. Effective immediately.

| AN ACT concerning local government.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Counties Code is amended by adding Section |
5 |
| 5-1005.7 as follows: |

| (55 ILCS 5/5-1005.7 new) |

| Sec. 5-1005.7. Passage of revenue ordinances in home rule |
8 |
| counties. |

| (a) An ordinance or resolution that would result in the |
10 |
| increase of revenue to a home rule county by an increase of any |
11 |
| tax of that county may be adopted only with the
concurrence of |
12 |
| three-fifths of the members elected to the county board. |
13 |
| (b) This Section is a denial and limitation of home rule |
14 |
| powers and functions under subsection (g) of Section 6 of |
15 |
| Article VII of the Illinois Constitution.

| Section 99. Effective date. This Act takes effect upon |
17 |
| becoming law.
