Amends the Unemployment Insurance Act. Provides that no employer located in an Illinois county that
has, during 2008, been declared a federal disaster area due to flooding shall
be chargeable for any benefit charges which result from the payment of benefits
to any individual for any weeks of unemployment during the period of the
federal disaster, but only to the extent that the employer can show that the
individual's unemployment was a direct result of the flooding. Effective immediately.

| AN ACT concerning employment.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Unemployment Insurance Act is amended by |
5 |
| changing Section 1502.3 as follows:
|

| (820 ILCS 405/1502.3)
|

| Sec. 1502.3. Benefit charges; federal disasters. |

| Notwithstanding the
provisions of Section 1502.1, no employer |
9 |
| located in an Illinois county that
has, during 1993 or 2008 , |
10 |
| been declared a federal disaster area due to flooding shall
be |
11 |
| chargeable for any benefit charges which result from the |
12 |
| payment of benefits
to any individual for any weeks of |
13 |
| unemployment during the period of the
federal disaster, but |
14 |
| only to the extent that the employer can show that the
|
15 |
| individual's unemployment was a direct result of the flooding.

| Section 99. Effective date. This Act takes effect upon |
