Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Creates the Advisory Council on Youth HIV/AIDS Prevention Messages to advise the Department of Public Health on effective prevention messages designed to educate and deter youth from engaging in risky behaviors that could result in the transmission of HIV/AIDS. Sets forth provisions concerning membership on the Council, meetings, and expense reimbursement. Requires the Council to submit an annual report to the Department with recommendations for effective prevention messages aimed at youth, including recommendations regarding the use of technology to deliver such messages. Effective immediately.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Department of Public Health Powers and |
5 |
| Duties Law of the
Civil Administrative Code of Illinois is |

| amended by adding Section 2310-323 as follows: |

| (20 ILCS 2310/2310-323 new) |

| Sec. 2310-323. Advisory Council on Youth HIV/AIDS |

| Prevention Messages. |
10 |
| (a) There is created the Advisory Council on Youth HIV/AIDS |
11 |
| Prevention Messages to advise the Department on effective |
12 |
| prevention messages designed to educate and deter youth from |
13 |
| engaging in risky behaviors that could result in the |
14 |
| transmission of HIV/AIDS. |
15 |
| (b) The Advisory Council shall consist of all of the |
16 |
| following members: |
17 |
| (1) One member of the Senate appointed by the President |
18 |
| of the Senate and one member of the Senate appointed by the |
19 |
| Minority Leader of the Senate. |
20 |
| (2) One member of the House of Representatives |
21 |
| appointed by the Speaker of the House of Representatives |
22 |
| and one member of the House of Representatives appointed by |
23 |
| the Minority Leader of the House of Representatives. |
