| with reference to page and line numbers of House Amendment No. |

| 1, as follows:

| on page 3, by replacing line 23 with the following: |

| "to the construction of all residential buildings in the State, |
| 7 |
| except as provided for in Section 45 of this Act."; and
|
| 8 |
| on page 6, by replacing line 20 with the following: |
| 9 |
| "standards established pursuant to this Act. However, a |
| 10 |
| municipality with a population of 1,000,000 or more may |
| 11 |
| regulate energy efficient building standards for residential |
| 12 |
| buildings in a manner that is more stringent than the standards |
| 13 |
| established pursuant to this Act.".
