AMENDMENT TO HOUSE BILL 3989

    AMENDMENT NO. ______. Amend House Bill 3989 by replacing

the title with "AN ACT concerning State government."; and

 
4
by replacing everything after the enacting clause with the 
5
following:

    "Section 5. The Department of Natural Resources 
7
(Conservation) Law of the
Civil Administrative Code of Illinois 
8
is amended  by adding Section 805-550 as follows:
 
9
    (20 ILCS 805/805-550  new)
10
    Sec. 805-550. Landowner incentives for public access. The 
11
Department may encourage public access to private property for 
12
recreational activities, including, but not limited to, 
13
hunting and other wildlife related recreation, by using funds 
14
appropriated to it by the General Assembly to provide 
15
incentives to private landowners to encourage those landowners

to open their lands for public recreation.  The Department may 
2
adopt rules to implement this program.  For the purposes of this 
3
Section, incentives include cash, discounts for licenses and 
4
permits, or other types of incentives determined appropriate by 
5
the Department.".
