Amends the Illinois Emergency Management Agency Act. Authorizes the Agency to perform the "common administrative functions" that were transferred from the Agency to the Department of Corrections by Executive Order Number 6 of 2006. Provides for transfer of the related property, records, contracts, unexpended appropriations, and pending business back to the Agency. Effective immediately.

| AN ACT concerning State government.

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Illinois Emergency Management Agency Act is |
5 |
| amended by adding Section 19.5 as follows: |
6 |
| (20 ILCS 3305/19.5 new) |
7 |
| Sec. 19.5. Common administrative functions of the Agency. |
8 |
| (a) The General Assembly finds and declares that Executive |
9 |
| Order Number 6 of 2006: |
10 |
| (1) defined "common administrative functions" to |
11 |
| include human resources, personnel, payroll, timekeeping, |
12 |
| procurement, and financial processes; |
13 |
| (2) transferred the common administrative functions of |
14 |
| the Illinois Emergency Management Agency to the Division of |
15 |
| Shared Services of the Department of Corrections; |
16 |
| (3) also transferred personnel, property, records, |
17 |
| contracts, appropriations, and pending business of the |
18 |
| Agency relating to the transferred common administrative |
19 |
| functions; and |
20 |
| (4) has resulted in unacceptable bureaucratic |
21 |
| obstacles and delays to the Agency in performing its |
22 |
| mission of providing funding and other needed assistance to |
23 |
| units of local government and other entities attempting to |
