    Amends the Illinois Vehicle Code and State Finance Act.  Creates the Persons with Disabilities Fund as a special fund in the State treasury. Provides that a person who commits an offense
     against traffic regulations governing the movement of vehicles, in addition to any other penalty imposed by the court, shall pay a $15 surcharge to be deposited in the Persons with Disabilities Fund. Provides that all money in the Persons with Disabilities Fund shall be paid, subject to appropriation by the General Assembly and approval by the Secretary, to the Department of Central Management Services to provide services for persons with disabilities.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The State Finance Act is amended by adding 
5
Section 5.719 as follows:

    (30 ILCS 105/5.719 new)

    Sec. 5.719. The Persons with Disabilities Fund.

    Section 10. The Illinois Vehicle Code is amended  by adding

Section 16-104e as follows:

    (625 ILCS 5/16-104e  new)

    Sec. 16-104e. Offenses against traffic regulations 
12
governing the movement of vehicles; surcharge.

    (a) A person who commits an offense
     against traffic 
14
regulations governing the movement of vehicles, in addition to 
15
any other penalty imposed by the court, shall be pay a $15 
16
surcharge to be deposited into the Persons with Disabilities 
17
Fund.

    (b) The Persons with Disabilities Fund is created as as a 
19
special fund in the State treasury. All moneys in the Persons 
20
with Disabilities Fund shall be paid, subject to appropriation 
21
by the General Assembly and approval by the Secretary, to the
