Amends the Illinois Vehicle Code and State Finance Act. Creates the Persons with Disabilities Fund as a special fund in the State treasury. Provides that a person who commits an offense
against traffic regulations governing the movement of vehicles, in addition to any other penalty imposed by the court, shall pay a $15 surcharge to be deposited in the Persons with Disabilities Fund. Provides that all money in the Persons with Disabilities Fund shall be paid, subject to appropriation by the General Assembly and approval by the Secretary, to the Department of Central Management Services to provide services for persons with disabilities.

| Be it enacted by the People of the State of Illinois,

| represented in the General Assembly:

| Section 5. The State Finance Act is amended by adding |

| Section 5.719 as follows: |

| (a) A person who commits an offense
