| AN ACT concerning education.
|

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|

| Section 5. The Board of Higher Education Act is amended by |
| 5 |
| changing Section 6 as follows:
|

| Sec. 6.
The Board shall analyze the present and future |
| 8 |
| aims, needs and
requirements of higher education in the State |
| 9 |
| of Illinois and prepare a
master plan for the development, |
| 10 |
| expansion, integration, coordination and
efficient utilization |
| 11 |
| of the facilities, curricula and standards of higher
education |
| 12 |
| for the public institutions of higher education in the areas of
|
| 13 |
| teaching, research and public service. The master plan shall |
| 14 |
| also include higher education affordability and accessibility |
| 15 |
| measures. The Board shall formulate the master
plan and prepare |
| 16 |
| and submit to the General Assembly and the Governor drafts
of |
| 17 |
| proposed legislation to effectuate the plan. The Board shall |
| 18 |
| engage in a
continuing study, an analysis and evaluation of the |
| 19 |
| master plan so
developed and it shall be its responsibility to |
| 20 |
| recommend, from time to
time as it determines, amendments and |
| 21 |
| modifications of any master plan
enacted by the General |
| 22 |
| Assembly.
