Amends the Illinois Procurement Code. With respect to a sole source procurement, requires that (i) the notice of the procurement in the Illinois Procurement Bulletin include a justification of the manner in which an absence of other economically feasible sources was determined and (ii) the justification be retained in the procurement's contract file.

| AN ACT concerning finance.
|

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|

| Section 5. The Illinois Procurement Code is amended by |
| 5 |
| changing Section 20-25 as follows:
|

| (30 ILCS 500/20-25)
|
| 7 |
| Sec. 20-25. Sole source procurements. In accordance with
|
| 8 |
| standards set by rule,
contracts may be awarded without use of |
| 9 |
| the specified
method of source selection when
there is only one |
| 10 |
| economically feasible source for the item. At
least 2 weeks |
| 11 |
| before entering
into a sole source contract, the purchasing |
| 12 |
| agency shall publish
in the Illinois Procurement
Bulletin a |
| 13 |
| notice of intent to do so along with a description of
the item |
| 14 |
| to be procured, and the
intended sole source contractor, and a |
| 15 |
| justification of the manner in which the absence of any other |
| 16 |
| economically feasible source was determined. A copy of that |
| 17 |
| justification must be retained in that procurement's contract |
| 18 |
| file.
