| AMENDMENT NO. ______. Amend House Bill 4251, AS AMENDED, by |

| replacing everything after the enacting clause with the |

| following:

| "Section 5. The Public Utilities Act is amended by changing |
| 6 |
| Section 4-603 as follows:
|

| (220 ILCS 5/4-603)
|

| Sec. 4-603. Adequate employment for in-house utility |
| 9 |
| employees. The staff of the Commission shall develop benchmarks |
| 10 |
| for employee staffing levels for each classification and |
| 11 |
| employee training for each classification, subject to the |
| 12 |
| requirements of Section 4-602 of this Act, within one year |
| 13 |
| after the effective date of this amendatory Act of the 96th |
| 14 |
| General Assembly.
