Creates the Capital Allocation and Unemployment Recovery Act. Provides that, if the State adopts a capital plan during the 96th General Assembly, then projects located in counties with an unemployment rate that is (i) 10% or higher or (ii) at least 1% higher than the average unemployment rate for the State, whichever is less, as determined by the
United States Department of Labor, must be given priority with respect to funding under that plan. Effective immediately.

| AN ACT concerning State government.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 1. Short title. This Act may be cited as the |
5 |
| Capital Allocation and Unemployment Recovery Act. |
6 |
| Section 5. Projects under a capital plan. If the State |
7 |
| adopts a capital plan during the 96th General Assembly, then |
8 |
| projects located in counties with an unemployment rate that is |
9 |
| (i) 10% or higher or (ii) at least 1% higher than the average |
10 |
| unemployment rate for the State, whichever is less, as |
11 |
| determined by the

| Section 99. Effective date. This Act takes effect upon |
