Amends the Illinois Vehicle Code and the State Finance Act. Provides for the
issuance of U.S. Coast Guard license plates to Illinois residents who meet
eligibility requirements to be prescribed by the Secretary of State. Provides
that an applicant shall be charged an additional fee of $20 at original
issuance and renewal. Provides that $15 of the original issuance fee and $2 of
the renewal fee shall be deposited into the Secretary of State Special License
Plate Fund. Provides that $5 of the original issuance fee and $18 of the
renewal fee shall be deposited into the Coast Guard Mutual Assistance Fund. Creates
the Coast Guard Mutual Assistance Fund as a special fund in the State treasury.
Provides that all moneys in the Coast Guard Mutual Assistance Fund shall, subject to appropriation, be used
for grants for charitable purposes and financial assistance programs sponsored by Coast Guard Mutual Assistance, Inc., a
recognized charitable organization. |

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The State Finance Act is amended by adding |
5 |
| Section 5.719 as follows: |

| Sec. 5.719. The Coast Guard Mutual Assistance Fund.

| Section 10. The Illinois Vehicle Code is amended by adding

| Section 3-684 as follows:

| Sec. 3-684. U.S. Coast Guard license plates. |

| (a) In addition to any other special license plate, the |
13 |
| Secretary, upon
receipt of all applicable fees and applications |
14 |
| made in the form prescribed by
the Secretary of State, may |
15 |
| issue special registration plates designated as
U.S. Coast |
16 |
| Guard license plates to
residents of Illinois who meet |
17 |
| eligibility requirements prescribed by the
Secretary of State. |
18 |
| The special plate issued under this Section shall be
affixed
|
19 |
| only to passenger vehicles of the first division, motor |
20 |
| vehicles of the second
division weighing not more than 8,000 |
21 |
| pounds, and recreational vehicles as
defined by Section 1-169 |

| of this Code. Plates issued under this Section shall
expire |

| according to the staggered multi-year procedure established by |
3 |
| Section
3-414.1 of this Code.

| (b) The design, color, and format of the plates shall be |
5 |
| wholly
within the discretion of the Secretary of State, except |
6 |
| that the U.S. Coast Guard emblem shall appear on the plates. |
7 |
| The Secretary may, in his or
her discretion, allow the plates |
8 |
| to be issued as vanity or personalized plates
in accordance |
9 |
| with Section 3-405.1 of this Code. The plates are not required
|
10 |
| to designate "Land Of Lincoln", as prescribed in subsection (b) |
11 |
| of Section
3-412 of this Code. The Secretary shall prescribe |
12 |
| the eligibility requirements
and, in his or her discretion, |
13 |
| shall approve and prescribe stickers or decals
as provided |
14 |
| under Section 3-412.
|
15 |
| (c) An applicant shall be charged a $20 fee for original |
16 |
| issuance
in addition to the applicable registration fee. Of |
17 |
| this additional fee,
$15 shall be deposited into the Secretary |
18 |
| of State
Special License Plate Fund
and $5 shall be deposited |
19 |
| into the Coast Guard Mutual Assistance Fund. For
each |
20 |
| registration renewal period, a $20 fee, in addition to the |
21 |
| appropriate
registration fee, shall be charged. Of this |
22 |
| additional fee, $2 shall be
deposited into the Secretary
of |
23 |
| State Special License Plate Fund and $18 shall be deposited |
24 |
| into the Coast Guard Mutual Assistance Fund.

| (d) The Coast Guard Mutual Assistance Fund is created as a |
26 |
| special fund
in the State treasury. All moneys in the Coast |
