Amends the Illinois Municipal Code. Provides that if a municipality annexes territory, then the municipality must provide no later than one year after the date of annexation basic services to the residents of the annexed territory. Provides that basic services include water, sanitary sewers, police protection, and fire protection. Effective immediately.

| AN ACT concerning local government.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Illinois Municipal Code is amended by adding |
5 |
| Section 7-1-50 as follows: |

| (65 ILCS 5/7-1-50 new) |

| Sec. 7-1-50. Annexation; provision of basic services. If a |
8 |
| municipality annexes territory under this Article 7, then no |
9 |
| later than one year after the date of annexation the |
10 |
| municipality must provide basic services to the residents of |
11 |
| the annexed territory. For the purposes of this Section, "basic |
12 |
| services" include water, sanitary sewers, police protection, |
13 |
| and fire protection.

| Section 99. Effective date. This Act takes effect upon |
15 |
| becoming law.
|
