Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that at the time a consumer enters into an agreement for the purchase of wireless telecommunications service from a wireless telecommunications carrier, the carrier must offer the consumer the option of not receiving automated instructions for leaving voice mail in connection with calls made by the consumer. Makes a carrier's violation of this provision an unlawful practice under the Act. Effective immediately.

| AN ACT concerning business.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Consumer Fraud and Deceptive Business |
5 |
| Practices Act is amended by adding Section 2III as follows: |

| (815 ILCS 505/2III new) |
7 |
| Sec. 2III. Wireless telecommunications; automated |
8 |
| instructions for leaving voice mail. At the time a consumer |
9 |
| enters into an agreement for the purchase of wireless |
10 |
| telecommunications service from a wireless telecommunications |
11 |
| carrier, the carrier must offer the consumer the option of not |
12 |
| receiving automated instructions for leaving voice mail in |
13 |
| connection with calls made by the consumer. A carrier's |
14 |
| violation of this Section is an unlawful practice within the |
15 |
| meaning of this Act.

| Section 99. Effective date. This Act takes effect upon |
17 |
| becoming law.
