Amends the General Assembly Operations Act. Provides that, before final passage in either chamber of the General Assembly, a bill with fiscal impact, in its final form, must have been posted on the General Assembly's Internet website for at least 5 business days. Defines a "bill with fiscal impact" as a bill making an appropriation or a bill for which any of the following notes are required: fiscal, pension impact, judicial, State debt impact, correctional budget and impact, balanced budget, or housing affordability impact. Effective immediately.

| AN ACT concerning the legislature.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The General Assembly Operations Act is amended |
5 |
| by adding Section 3.5 as follows: |
6 |
| (25 ILCS 10/3.5 new) |
7 |
| Sec. 3.5. Fiscal bills; post 5 business days. Before final |
8 |
| passage in either chamber of the General Assembly, a bill with |
9 |
| fiscal impact, in its final form, must have been posted on the |
10 |
| General Assembly's Internet website for at least 5 business |
11 |
| days (calendar days excluding weekends and State holidays). In |
12 |
| this Section, a "bill with fiscal impact" is a bill making an |
13 |
| appropriation or a bill for which any of the following notes |
14 |
| are required: fiscal, pension impact, judicial, State debt |
15 |
| impact, correctional budget and impact, balanced budget, or |
16 |
| housing affordability impact.

| Section 99. Effective date. This Act takes effect upon |
18 |
| becoming law.
