SYNOPSIS AS INTRODUCED:

    Amends the Illinois Vehicle Code. Provides that, beginning with the next registration year after the effective date of this amendatory Act in which the Secretary of State distributes newly designed standard registration plates for motor vehicles, the Secretary of State shall issue one registration plate (instead of 2) for newly registered motor vehicles and the registration plate shall be attached to the rear (instead of front and rear) of the motor vehicle.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by changing
5 Sections 1-171, 3-412, and 3-413 as follows:
 
6     (625 ILCS 5/1-171)  (from Ch. 95 1/2, par. 1-171)
7     Sec. 1-171. Registration - Registration Sticker.
8 Registration. The registration certificate or certificates,
9 registration plates and registration stickers issued under the
10 laws of this State pertaining to the registration of vehicles.
11     Registration Sticker or Stickers. A device or devices to be
12 attached to a rear registration plate that will renew the
13 registration and registration plate or plates for a
14 pre-determined period not to exceed one registration year
15 except as provided in subsection (1) of Section 3-414 of this
16 Code. Should the Secretary of State determine it is advisable
17 to require a registration sticker to be attached to a front
18 registration plate, he may require such action and provide the
19 necessary additional sticker. Such determination shall be
20 publicly announced at least 30 days in advance of a new annual
21 registration year.
22     Beginning with the next registration year after the
23 effective date of this amendatory Act of the 96th General

1 Assembly in which the Secretary of State distributes newly
2 designed standard registration plates for motor vehicles, any
3 reference to "plates" in the plural number in any law or rule
4 shall be deemed to be a reference to the single registration
5 plate required to be furnished and displayed in accordance with
6 this amendatory Act of the 96th General Assembly.

9     Sec. 3-412. Registration plates and registration stickers
10 to be furnished by the Secretary of State.
11     (a) The Secretary of State upon registering a vehicle
12 subject to annual registration for the first time shall issue
13 or shall cause to be issued to the owner one registration plate
14 for a motorcycle, trailer, semitrailer, motorized pedalcycle
15 or truck-tractor, 2 registration plates for other motor
16 vehicles and, where applicable, current registration stickers
17 for motor vehicles of the first division. Beginning with the
18 next registration year after the effective date of this
19 amendatory Act of the 96th General Assembly in which the
20 Secretary of State distributes newly designed standard
21 registration plates for motor vehicles, the Secretary of State
22 upon registering a vehicle subject to annual registration for
23 the first time shall issue or shall cause to be issued to the
24 owner one registration plate for a motorcycle, trailer,
25 semitrailer, motorized pedalcycle or truck-tractor, one

1 registration plate for other motor vehicles and, where
2 applicable, current registration stickers for motor vehicles
3 of the first division.
4     The provisions of this Section may be made applicable to
5 such vehicles of the second division, as the Secretary of State
6 may, from time to time, in his discretion designate. On
7 subsequent annual registrations during the term of the
8 registration plate as provided in Section 3-414.1, the
9 Secretary shall issue or cause to be issued registration
10 stickers as evidence of current registration. However, the
11 issuance of annual registration stickers to vehicles
12 registered under the provisions of Sections 3-402.1 and 3-405.3
13 of this Code may not be required if the Secretary deems the
14 issuance unnecessary.
15     (b) Every registration plate shall have displayed upon it
16 the registration number assigned to the vehicle for which it is
17 issued, the name of this State, which may be abbreviated, the
18 year number for which it was issued, which may be abbreviated,
19 the phrase "Land of Lincoln" (except as otherwise provided in
20 this Code), and such other letters or numbers as the Secretary
21 may prescribe. However, for apportionment plates issued to
22 vehicles registered under Section 3-402.1 and fleet plates
23 issued to vehicles registered under Section 3-405.3, the phrase
24 "Land of Lincoln" may be omitted to allow for the word
25 "apportioned", the word "fleet", or other similar language to
26 be displayed. Registration plates issued to a vehicle

1 registered as a fleet vehicle may display a designation
2 determined by the Secretary.
3     The Secretary may in his discretion prescribe that letters
4 be used as prefixes only on registration plates issued to
5 vehicles of the first division which are registered under this
6 Code and only as suffixes on registration plates issued to
7 other vehicles. Every registration sticker issued as evidence
8 of current registration shall designate the year number for
9 which it is issued and such other letters or numbers as the
10 Secretary may prescribe and shall be of a contrasting color
11 with the registration plates and registration stickers of the
12 previous year.
13     (c) Each registration plate and the required letters and
14 numerals thereon, except the year number for which issued,
15 shall be of sufficient size to be plainly readable from a
16 distance of 100 feet during daylight, and shall be coated with
17 reflectorizing material. The dimensions of the plate issued to
18 vehicles of the first division shall be 6 by 12 inches.
19     (d) The Secretary of State shall issue for every passenger
20 motor vehicle rented without a driver the same type of
21 registration plates as the type of plates issued for a private
22 passenger vehicle.
23     (e) The Secretary of State shall issue for every passenger
24 car used as a taxicab or livery, distinctive registration
25 plates.
26     (f) The Secretary of State shall issue for every motorcycle

1 distinctive registration plates distinguishing between
2 motorcycles having 150 or more cubic centimeters piston
3 displacement, or having less than 150 cubic centimeter piston
4 displacement.
5     (g) Registration plates issued to vehicles for-hire may
6 display a designation as determined by the Secretary that such
7 vehicles are for-hire.
8     (h) The Secretary of State shall issue distinctive
9 registration plates for electric vehicles.
10     (i) The Secretary of State shall issue for every public and
11 private ambulance registration plates identifying the vehicle
12 as an ambulance. The Secretary shall forward to the Department
13 of Healthcare and Family Services registration information for
14 the purpose of verification of claims filed with the Department
15 by ambulance owners for payment for services to public
16 assistance recipients.
17     (j) The Secretary of State shall issue for every public and
18 private medical carrier or rescue vehicle livery registration
19 plates displaying numbers within ranges of numbers reserved
20 respectively for medical carriers and rescue vehicles. The
21 Secretary shall forward to the Department of Healthcare and
22 Family Services registration information for the purpose of
23 verification of claims filed with the Department by owners of
24 medical carriers or rescue vehicles for payment for services to
25 public assistance recipients.
26     (k) The Secretary of State shall issue distinctive license

1 plates or distinctive license plate stickers for every vehicle
2 exempted from subsection (a) of Section 12-503 by subsection
3 (g) of that Section, and by subsection (g-5) of that Section
4 before its deletion by this amendatory Act of the 95th General
5 Assembly. The Secretary shall issue these plates or stickers
6 immediately upon receiving the physician's certification
7 required under subsection (g) of Section 12-503. New plates or
8 stickers shall also be issued when the certification is renewed
9 as provided in that subsection.

13     Sec. 3-413. Display of registration plates, registration
14 stickers and drive-away permits.
15     (a) Registration plates issued for a motor vehicle other
16 than a motorcycle, trailer, semitrailer, truck-tractor,
17 apportioned bus, or apportioned truck shall be attached
18 thereto, one in the front and one in the rear. Beginning with
19 the next registration year after the effective date of this
20 amendatory Act of the 96th General Assembly in which the
21 Secretary of State distributes newly designed standard
22 registration plates for motor vehicles, the registration plate
23 issued for a motor vehicle other than a motorcycle, trailer,
24 semitrailer, truck-tractor, apportioned bus, or apportioned
25 truck shall be attached to the rear thereof.

1     The registration plate issued for a motorcycle, trailer or
2 semitrailer required to be registered hereunder and any
3 apportionment plate issued to a bus under the provisions of
4 this Code shall be attached to the rear thereof.
5     The registration plate issued for a truck-tractor or an
6 apportioned truck required to be registered hereunder shall be
7 attached to the front thereof.
8     (b) Every registration plate shall at all times be securely
9 fastened in a horizontal position to the vehicle for which it
10 is issued so as to prevent the plate from swinging and at a
11 height of not less than 5 inches from the ground, measuring
12 from the bottom of such plate, in a place and position to be
13 clearly visible and shall be maintained in a condition to be
14 clearly legible, free from any materials that would obstruct
15 the visibility of the plate, including, but not limited to,
16 glass covers and plastic covers. Registration stickers issued
17 as evidence of renewed annual registration shall be attached to
18 registration plates as required by the Secretary of State, and
19 be clearly visible at all times.
20     (c) Every drive-away permit issued pursuant to this Code
21 shall be firmly attached to the motor vehicle in the manner
22 prescribed by the Secretary of State. If a drive-away permit is
23 affixed to a motor vehicle in any other manner the permit shall
24 be void and of no effect.
25     (d) The Illinois prorate decal issued to a foreign
26 registered vehicle part of a fleet prorated or apportioned with

1 Illinois, shall be displayed on a registration plate and
2 displayed on the front of such vehicle in the same manner as an
3 Illinois registration plate.
4     (e) The registration plate issued for a camper body mounted
5 on a truck displaying registration plates shall be attached to
6 the rear of the camper body.
7     (f) No person shall operate a vehicle, nor permit the
8 operation of a vehicle, upon which is displayed an Illinois
9 registration plate, plates or registration stickers after the
10 termination of the registration period for which issued or
11 after the expiration date set pursuant to Sections 3-414 and
12 3-414.1 of this Code.
