Amends the Illinois Historic Preservation Act and the State Finance Act. Provides that the Illinois Historic Sites Fund and the Presidential Library and Museum Operating Fund are not subject to sweeps, administrative charges, or charge-backs or any other fiscal or budgetary maneuver that would in any way transfer any amounts from those Funds into any other fund of the State. Effective immediately.

| AN ACT concerning finance.

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Illinois Historic Preservation Act is |
5 |
| amended by changing Section 15 as follows:
|

| Sec. 15.
All monies received for historic preservation |
8 |
| programs administered
by the Agency, including grants, direct |
9 |
| and indirect cost reimbursements,
income from marketing |
10 |
| activities, gifts, donations and bequests, from
private |
11 |
| organizations, individuals,
other State agencies or federal |
12 |
| agencies, monies received from publications,
and copying and |
13 |
| certification fees related to such programs, and all income
|
14 |
| from fees generated from admissions, special events, parking, |
15 |
| camping,
concession and property rental, shall be deposited |
16 |
| into a special fund in the
State treasury, to be known as the |
17 |
| Illinois Historic Sites Fund, which is
hereby created. Subject |
18 |
| to appropriation, the monies in such fund shall be
used by the |
19 |
| Agency for historic preservation purposes only.

| The Illinois Historic Sites Fund is not subject to sweeps, |

| administrative charges, or charge-backs, including but not |
22 |
| limited to those authorized under Section 8h of the State |
23 |
| Finance Act, or any other fiscal or budgetary maneuver that |
