    AMENDMENT NO. ______. Amend House Bill 4990, AS AMENDED,

with reference to page and line numbers of House Amendment No. 
4
1, on page 1, by replacing line 6 with "2.21, 2.22, and 2.23 as 
5
follows:"; and

on page 2, immediately below line 11, by inserting the 
7
following:

    "Section 5. The Emergency Telephone System Act is amended  
9
by adding Section 2.23 as follows:
 
10
    (50 ILCS 750/2.23 new)
11
    Sec. 2.23. Qualified governmental agency. "Qualified 
12
governmental agency" means a unit of local government 
13
authorized to provide 9-1-1 services pursuant to the Emergency 
14
Telephone System Act where no emergency telephone system board 
15
exists."; and
