SYNOPSIS AS INTRODUCED:

730 ILCS 5/Ch. III Art. 20 heading new
730 ILCS 5/3-20-5 new

    Amends the Department of Employment Security Law of the Civil Administrative Code of Illinois, the University of Illinois Act, and the Unified Code of Corrections. Creates the Illinois Community Justice Project. Provides that, subject to appropriation, the University of Illinois Extension shall deliver training on behalf of the Department of Corrections to incarcerated persons, families, support networks of incarcerated persons, and Department of Corrections staff and their families to facilitate better conditions and treatment among inmates, among inmates and their support networks and families, and among inmates and facility staff. Provides that, subject to appropriation, the University of Illinois Extension shall also make available throughout the State, programs for local government officials, local businesses, and service organizations to enhance communities relating to the reentry of ex-offenders into those communities and improve reduction of recidivism. Provides that, subject to appropriation, the University of Illinois Extension, in partnership with county probation and district parole offices, shall also provide local research-based cognitive programming to recently released parolees and persons on probation to reduce recidivism in local areas.

1     AN ACT concerning corrections.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Employment Security Law of the
5 Civil Administrative Code of Illinois is amended by adding
6 Section 1005-165 as follows:
 
7     (20 ILCS 1005/1005-165 new)
8     Sec. 1005-165. Illinois Community Justice Project. The
9 Department shall exercise the duties prescribed to it in
10 Section 3-20-5 of the Unified Code of Corrections.
 
11     Section 10. The University of Illinois Act is amended by
12 adding Section 80 as follows:
 
13     (110 ILCS 305/80 new)
14     Sec. 80. Illinois Community Justice Project. The
15 University of Illinois Extension shall exercise the duties
16 prescribed to it in Section 3-20-5 of the Unified Code of
17 Corrections.
 
18     Section 15. The Unified Code of Corrections is amended by
19 adding Article 20 to Chapter III as follows:

ARTICLE 20. ILLINOIS COMMUNITY JUSTICE PROJECT

4     Sec. 3-20-5. Illinois Community Justice Project.
5     (a) The Illinois Community Justice Project is created. The
6 University of Illinois Extension shall deliver training on
7 behalf of the Department of Corrections to incarcerated
8 persons, families, support networks of incarcerated persons,
9 and Department of Corrections staff and their families to
10 facilitate better conditions and treatment among inmates,
11 among inmates and their support networks and families, and
12 among inmates and facility staff. The University of Illinois
13 Extension shall also make available throughout the State,
14 programs for local government officials, local businesses, and
15 service organizations to enhance communities relating to the
16 reentry of ex-offenders into those communities and improve
17 reduction of recidivism. The University of Illinois Extension,
18 in partnership with county probation and district parole
19 offices, shall also provide local research-based cognitive
20 programming to recently released parolees and persons on
21 probation to reduce recidivism in local areas. Extension
22 professionals, county probation and district parole officers
23 shall be trained in and shall co-deliver the
24 nationally-accredited National Curriculum Training Institute's
25 Crossroads cognitive behavior change curricula, certified by

1 the American Probation & Parole Association (or comparable
2 cognitive-based program) to local parolees and probationers
3 within 90 days of the person being placed on parole or
4 probation. Parolees and probationers shall assume a portion of
5 the costs of the Crossroads program through the assessment of a
6 fee, set by the Board of Trustees of the University of
7 Illinois, not to exceed $20 per session. The Illinois
8 Department of Employment Security and local employment offices
9 shall partner with the University of Illinois Extension to
10 periodically deliver programs to local businesses on
11 employment of ex-offenders in their communities. Illinois
12 Department of Employment Security staff shall attend events to
13 discuss federal incentives and employment processes, concerns,
14 and benefits of hiring ex-offenders.
15     (b) The provisions of this Section do not apply unless an
16 appropriation by the General Assembly is made for such
17 purposes.
18     (c) For the purposes of this Section, "parolees" include
19 persons serving a mandatory supervised release term; and
20 "persons on probation" include persons serving a term of
21 conditional discharge.
