| AMENDMENT NO. ______. Amend House Bill 5154 by replacing |

| everything after the enacting clause with the following:

| "Section 5. The Personnel Record Review Act is amended by |

| changing Section 11 as follows:

| (820 ILCS 40/11) (from Ch. 48, par. 2011)

| Sec. 11.
This Act shall not be construed to diminish a |
| 8 |
| right of access
to records already otherwise provided by law, |
| 9 |
| provided that disclosure of performance evaluations under the |
| 10 |
| Freedom of Information Act shall be prohibited.
