Amends the State Finance Act and the Illinois Vehicle Code. Creates the 4-H Fund as a special fund in the State treasury. Provides for the issuance of 4-H license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $40 at original issuance and $27 at renewal. Provides that $25 of the additional original issuance fee and $10 of the renewal fee shall be deposited into the 4-H Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, the moneys in the 4-H Fund shall be paid as grants to the Illinois 4-H Foundation, a tax exempt entity under Section 501(c)(3) of the Internal Revenue Code, for the funding of 4-H programs in Illinois.

| Be it enacted by the People of the State of Illinois,

| represented in the General Assembly:

| Section 5. The State Finance Act is amended by adding |
5 |
| Section 5.755 as follows: |

| Section 10. The Illinois Vehicle Code is amended by adding |

| Section 3-689 as follows: |

| Sec. 3-689. 4-H license plates. |
12 |
| (a) The Secretary, upon receipt of all applicable fees and |
13 |
| applications made in the form prescribed by the Secretary, may |
14 |
| issue special registration plates designated as 4-H license |
15 |
| plates. The special plates issued under this Section shall be |
16 |
| affixed only to passenger vehicles of the first division, motor |
17 |
| vehicles of the second division weighing not more than 8,000 |
18 |
| pounds, recreational vehicles as defined by Section 1-169 of |
19 |
| this Code, and boat trailers with a gross trailer weight rating |
20 |
| of 10,000 or less pounds. Plates issued under this Section |
21 |
| shall expire according to the multi-year procedure established |

| by Section 3-414.1 of this Code. |

| (b) The design and color of the plates is wholly within the |
3 |
| discretion of the Secretary of State. Appropriate |
4 |
| documentation, as determined by the Secretary, shall accompany |
5 |
| the application. The Secretary, in his or her discretion, may |
6 |
| allow the plates to be issued as vanity or personalized plates |
7 |
| under Section 3-405.1 of this Code. The Secretary shall |
8 |
| prescribe stickers or decals as provided under Section 3-412 of |
9 |
| this Code. |

| (c) An applicant for the special plate shall be charged a |
11 |
| $40 fee for original issuance in addition to the appropriate |
12 |
| registration fee. Of this fee, $25 shall be deposited into the |
13 |
| 4-H Fund and $15 shall be deposited into the Secretary of State |
14 |
| Special License Plate Fund, to be used by the Secretary to help |
15 |
| defray the administrative processing costs. |
16 |
| For each registration renewal period, a $12 fee, in |
17 |
| addition to the appropriate registration fee, shall be charged. |
18 |
| Of this fee, $10 shall be deposited into the 4-H Fund and $2 |
19 |
| shall be deposited into the Secretary of State Special License |
20 |
| Plate Fund. |
21 |
| (d) The 4-H Fund is created as a special fund in the State |
22 |
| treasury. All money in the 4-H Fund shall be paid, subject to |
23 |
| appropriation by the General Assembly and approval by the |
24 |
| Secretary of State, as grants to the Illinois 4-H Foundation, a |
25 |
| tax exempt entity under Section 501(c)(3) of the Internal |
26 |
| Revenue Code, for the funding of 4-H programs in Illinois.
